I honestly think Arsenal has done better business recently. United can't manage to sign any of their top targets and Arsenal signs decent players that end up working well for their team. As opposed to United that the few "top" signings brought into the team tend to flop or underperform compared to price paid.
I don't see Arsenal paying 50m for a player like Fred.. or bringing in Lukaku for 80m and having him flop so bad.
I would take Arsenal's latest transfer market deals over united's any day.

Just because there not being a release clause doesnt mean there is no price for a player. There always is, and if you’re interested you first inquire about the price before getting in contact with a player directly or indirectly. And its not about wages, its transfer fees. What Barca agrees with a star player seems too often not to be in line with what his current club is agreeing on. And it ends with the player creating a lot of drama to force his way out...
However most clubs have their ways of ”persuasions”. And if I would subjectively describe the bad behavioral side of some clubs in the transfer market it would be:
