Pedro dropped his form quite badly since the last 3 years... but he is still a very valuable asset due to his work rates... he needs to get his confident back and he will be on top flight again... I dont think he would join a team like Liverpool... Arsenal or Man City may be

In all honesty. Pedro doesn't necessarily have to be played as a winger. He also plays as a CAM and CF

Lcazette is total beast in FIFA, hate to play against him.
Considering how underrated the Spanish winger is at Barcelona and considering how the youngsters are now playing so well and with the goal scoring machine Suarez set to return this October. Pedro has no chance in starting in La Liga. As for Shaqiri, he's been used occasionally by Pep whenever Muller or Gotze is injured. Clearly not a future for him at Bayern, better to take his chances elsewhere.
