Well, honestly, the problem is, the people who should take action should be the German federation but they clearly shown to not be bothered by it.

To fine someone there has to be a line in the contract they signed that makes it a charge worthy of being docked wages.

I have never in my life seen a document that meets the criteria for smelling your own hands after they've been somewhere...interesting as being worthy of being docked pay.

You could MAYBE say it violates the presumable clause of "maintaining the image of the German national team" but considering that Low himself is basically the image of the national team that's a hard sell.
