I think the regulation is only in regards to the number of english players in the squad and not the team.
A squad has to have 8 'home grown' players who don't necessarily have to be English I believe, that's the only regulation I think.
Are there too many foreign players in the EPL?
YES. i really think the FA should make it so there should be a MINIMUM of 6 English players in the starting line up. Irritates me when teams only have like 1 or 2 english players starting in the team, like, WTF?!
It doesn't matter, It's football not an army. It doesn't matter where you are from or what color is your skin or what your religion is. It's a sport to watch and enjoy.
I completely agree with Alex. +1
who cares blud its a free world anyone can live anywhere
I think there are too many MEDIOCRE foreign players that take up positions local lads could fill equally well. The inlfux of great foreign players and managers has only benefited the league. It's the mediocre ones I feel that are clogging up the works. There are good young players from lower leagues or from local academies even that never get their chance in the top flight because most managers have more scouts outside than inside the country.
^^ On the contrary, I think there should be more English players playing outside England so that they can develop in more challenging conditions. Look at Spain, France, Germany, they have a pretty decent number of players playing outside the country despite having a popular league in their own country. But I see very few, if any English players (who are vying for a spot in the national team) playing outside England.
If England used the talent within their own country to the fullest, all you England fans won't be complaining about England's last international success being in '66. England is a country that loves football. Basically every school boy in England will play football and love it, and will dream of being a professional footballer one day. The point is, there's LOADS of talent in England. You just have to get these English teams to unlock the potential England's lads have and use it to succeed for your national team.
@FredTilson
On the contrary, let's look at a small analysis.
Spain Starting XI
Casillas (Madrid), Arbeloa (Madrid), Ramos (Madrid), Pique (Barca), Alba (Barca), Busquets (Barca), Fabregas (Barca), Xavi (Barca), Iniesta (Barca), Pedro (Barca), Silva (City)
Only ONE Spanish player in the starting XI plays outside of Spain.
Germany Starting XI
Neuer (Bayern), Lahm (Bayern), Badstuber (Bayern), Hummels (Dortmund), Schmelzer (Dortmund), Schweinsteiger (Bayern), Gundogan (Dortmund), Ozil (Madrid), Reus (Dortmund), Muller (Bayern), Gomez (Bayern)
Again, only ONE German player plays outside of Germany. You can also say two, since Gundogan has only recently taken Khedira's old spot.
Both Spain and Germany are the two best national teams in the world. You can't say that you HAVE to have players playing outside of your league to have a successful national team, because Spain and Germany prove you wrong. The difference with Spain and Germany from England is that the Spanish and German teams rely a LOT on young talent from their OWN country. English teams, as Footaholic said, prefer too much to scout lads overseas, when their own countrymen can suffice.
If Premier League teams had more English "homegrown" players, I think their teams and league would suck balls.

Oh my bad. Spain use Alonso over Fabregas. Doesn't matter though, since Alonso still plays in Spain.
agree kinda with @tdot I can't imagine today playing United, Chelsea, City, Arsenal, Liverpool with 6+ more English players in starting 11.
@ Dynastian - Please read my post carefully. I was talking about squads and players vying to get into the national team. Not the starting XI.
As for Germany - Mertesacker - Arsenal. Podolski - Arsenal. Khedira - RM. Ozil - RM. Holtby - Spurs. Klose - Lazio.
Spain - Mata - Chelsea. Monreal - Arsenal. Azpili - Chelsea. Silva - City. Garcia - City. De Gea - United. Cazorla - Arsenal
Not to forgot that a lot of these players used to play for non home country teams as well at some point. Fabregas, Alonso, Pique, Arbeloa, Boateng. The argument still holds for them on account of having that international experience.
And yes, I never said that this is the only way for the national team to succeed. But it is always good to have a mix of different kinds of players. The technique of play in the La Liga, EPL and Serie A are quite different and having experience of differing styles can never hurt, can it?
This problem seems to be everywhere. Not only in Briatin, but in France or Germany there are may strangers. But this is not a problem, except that now a team must have a lot of national players in order to gain respect.
Do you think the World has too many foreigners?
No...foreign players have good players not their fault :P Imagine EPL without those players anyway!
Keisuke, sorry but your sentence doesn't make any sense.
@ ramaboy10 - I see what you mean. What i'm saying for example: Liga MX (Mexican league) had a rule that every team can only have five foreign players in their roster. I mainly think it's to help the Mexican league produce more talent. I know England has a far better side, but what i was thinking is with a similar rule into affect, they could produce more homegrown talent.
expertfootball11, sorry but it's your brain that cannot understand the sense because it's probably a little bit too poetic for you...
@Tacuachillo I see what you mean... I think in about 14 years these kind of stuff will happen
After watching todays FA match between Chelsea and Man city (Grear match BTW) i noticed chelsea had about only one english player on the pitch. Are there any regulations on how many foreign players you can play? I
