yes its hard to list a good National team that hasn't been to the world cup.. but out of them all, who is the best..could be a team on the verge of making it, or a team with many good players.

don't bring up a national team that made it in the 1930's to 1950.
1950 and above only.

because many world cups before the 50's didnt have qualifications.

i would list it currently as

Oman
Pre war Syria.

Egypt.

Indonesia
Thailand.
Malaysia

Qatar
Peru i think?
Bolivia i think?

Cyprus.

Correction... Egypt participated in the 1990 WC and withdrew from 3 of them in the 50s & 60s. Still, the point is valid that they are huge underachievers  The best African NT in history but massive choke artists when it comes to qualifying for the WC.

Also Cuba. The first caribbean team to qualify back in the 30's, but they have not participated in one since.

Bosnia and Herzegovina never qualified for the World Cup. But as matters stand, BiH are in very good shape to make it this coming qualifications. Very excellent players too.
