To be fair, Barca don't have a choice in the matter. Neymar has a release clause, clause that PSG is willing to pay. Also, every time I heard Neymar saying he was happy at Barca was before the whole story with PSG started, wich mean he could have become unsettled since then. Not saying you are 100% wrong but right now, I haven't seen any proof of him officialy staying. Then again, I'm pretty sure the media are all saying different stuff on the matter so its hard to follow for sure. :(
