Marquinhos crosses his arm over and gathers both his legs over Suarez. Suarez is obviously going to dive and try and sell it. The contact was minimal but it was more than enough to deny the clear goal scoring opportunity that Messi gave Suarez. So, learn the rules, the penalty was given based on obstruction of play.
