Which league produces the best quality footballers per capita?

Argued the other day about which country is producing the best quality of talent considering the size of the league and country. Exemplified: A country with 80 million people is likely going to produce more players than Holland which is less than 20 million people. However, does it have to be so? My vote is that Holland, Portugal and Uruguay currently (and historically) produces the best footballers per capita, but I'd like to hear other opinions, too. Certainly refer to players.

uhh, Yeah. But then Argentina, hungary (their history is amazing) and croatia are also worth a mention.

Yeah but what about countries like England? Its a relatively small countries but we have produced some very good players: Scholes, Terry, Rooney, Hart, Seaman ect

Uruguay, a little country in South America which made a lot of football stars in their history. Also they always arrive at the top in almost al WC and Copa Libertadores.
