Historically, I believe the best nations are England & Germany.

Germany/WestGermany: Oliver Kahn, Sepp Maier, ?Jens Lehmann?, Bert Trautmann.
Honorable mention goes to Italy (Buffon, Dino Zoff, Zenga)

Currently, it's both Netherlands and Germany. I have to mention Italy and Spain as well a bit behind.
There is no best nation that produces world class goalkeepers. I've seen great keepers from many countries. From Peter Schmeichel in Denmark to Lev Yashin in Russia, they pop up everywhere. No offense, but it's a dumb question.
IMO it is Spain. Just look at any bottom team in La Liga, they all have great keeprs. The keepers is always their best player. Its almost an overflow of great keepers in spain..
And Brazilian gk are disapointing.
Spain. Casillas, Valdes, Reina, De Gea. & agreed with Knibis. De Gea was an average keeper in La Liga, there are much better ones. & don't give me that BS about how Manchester United developed him, no. He is getting better like any young goalkeeper would and he just looks better playing for a bigger team.
