The PK shootout is the literal tie-breaker. Whomever wins that, wins the game.

In terms of points and actual stats a shootout defeat is not considered a lose, it it actually considered a tie. So Portugal could actually end losing the tournament unbeaten f.e.

It is not considered a defeat if you lose by pens. but it is the shittlest way to win and the shitlest way to lose a game.

I think it should count as loss because penalties are part of the game. Kids complain when ronaldo scores penalties but they don't realise it's a very hard ability. That's why many starts miss their penalties in big games or shootouts.

@Emobot7 Not at all......its like what Tuanis explained .....if portugal were defeated by france due to a penalty shoot out then portugal would be undefeated throughout the tournament..
So the lost due to a penalty shootout has no effect on your undefeated streak
