I found it fair that he didnt whistled those 2 penalties ( 1 on Aguero and 1 on Toure ), its a derby and ref should have done everything to not send anyone in first half ( not deniying Smalling stupidity ), the game was ruined imo.
PL teams always looking for PKs, in big games you should know that whistling a PK is very complicated specially for the hosting team and against 10 men.
If i was the ref, i wouldnt give the second yellow to smalling by telling him that its the last time he can do it, and whistle the Touré PK before half time, it would have been more fair.
Ref gave Blind yellow in his first foul in the derby, imo he clearly didnt have the right atitude to manage a derby of this importance.
