San Marino got promoted by 28 positions by doing what exactly? As hard as I try Ive never quite understood how the ranking points mechanism works. Therefore I cant criticise it as I wish I could.

^it's more about the culture of each individual country. There can be one guy on china who has the potential to be a top class player but if he is never exploited and trained properly then he will be a lost player. Look at Uruguay, they find payers everywhere they look.
