-Diving out of the game
-Leagues across the world providing a high enough level of play to challenge European superiority
-Some way to prevent all the talent from heading to the same dozen teams
-Parity across the league(s) so the promotion/relegation is a reality for all teams in all divisions
-No racism
-The next several world cups to be won by teams that haven't won it before and no one was expecting too

1) People who assault others on the pitch should be charged the same way some one else would by court, not just a fine and a 3 game ban.

2) Referees should get to see replays

I would allow bribery, and since I am going to be the first one to use it, then every team will let me bribe them for free.
This would allow me to actually win something in Fantasy Premier league.

I would also put away all of the stupid transfer rules, they are dumb.

Make Champions league a real League with relegation and table.

@Tiki_taka I have always dreamt of a Super League where all the top clubs in the world are in it using point system. Imagine how much money broadcasting/tickets will make... The transfer window will only create chaos though. Many rivals in one league.

Players should be able to use their hands... Imagine the possibilities!

In all seriousness, the main issues have already been mentioned. I would probably go with a more strict financial restriction or the use of "challenges" with replays.
