Revoke the choices for the 2018 and 2022 World Cup nations, and re-submit the entrants, with a decision panel made up of national coaches and captains.

First and Foremost, Engage with pan-continental Policing Authorities and put all my energy into uprooting and eradicating the large betting & match-fixing syndicates. Would prevent any football clubs or organizations having to do with football from promoting or being sponsored by betting companies.
Would issue a memorandum to ALL football's league bodies that any and all instances of questionable results or match-fixing will be dealt with in the severest possible manner. I would hold, not only the play/club involved but also the league itself accountable and they will be dealt with accordingly. This is to ensure that those leagues that know of misconduct and do not report it will suffer the consequences. 
I have a lot more ideas but I'm afraid this will turn into a dissertation.

@knibis: The freezing cold, the small(er) stadiums, the issues with racism (and I'm talking petitions from fan-bases telling their clubs to kick out black and gay players), and the questions about corruption in Russia. I don't believe they deserve it.

I care less about it than Qatar, though.

1: Lifetime time bans for racist found guilty.
2: Third ref in a camera room review offside fouls etc. 
3: Better football academies in schools.
