No, I'm pretty sure Tiki is correct. Barca B would love to be in the Segunda, but they don't mind. It's not like they can get promoted to La Liga anyways (since Barcelona plays there). The main purpose of the team is to raise youngsters (which is something they haven't been doing well for quite some time now).

@Dynastian Yeah, I'm sure they are not desperate for it but Segunda would really be good for their young player, would give them a much closer experience of what to expect in tougher league.
