I believe he didn't perform up to standards in this World Cup because Belgium are still a very young and inexperienced team. It wasn't that much of a surprise to see him not perform as well for Chelsea for Belgium in the World Cup.

But in the Euro 2016 though... That is when Hazard and the Belgian NT will shine.

I feel as if putting Hazard in a more central role, and giving him the responsibility of creating from the middle instead of the wing would've helped him shine. Anyways, I agree with your opinion that the Belgians lacked the experience in this tournament. Hopefully they'll be huge contenders in 2018.

I wish he played more to the left in the World Cup. Thats were he's more dangerous and creative, especially with those cut ins, fakes, and the strike into the corner. They should also have built the team around him as he is there best player in my opinion. Lukaku should have played every game regardless of his form. Belgium are still young and I wasn't expecting much more from them. Being newcomers into the World Cup after many years and reaching the first 8 was a great achievement. As Hazard said : "We have to look to the future." Belgium will star in the Euro2016 and the WC in 2018
