I highly doubt this is going to happen. Pellegrini is not a fan of players that make too much of a fuss, thats why he got rid of Tevez early. The article doesnt even bother mentioning whether they have any source etc.
Another gem from the dailystar:

Yeah, Arsenal will surely pay 30m pounds for Salvio.
I sure as hell wouldn't pay more than 15m for him. Then again, I wouldn't want him in the first place. :p
I reckon 70 million plus Silva and Aguero should be reasonable to land him.
LOL
But you see, us Madrid fans want to get rid of him asap. That's why we pounce on rumors like these because we want him to leave. :'(
You want him to leave but you're complaining about 22m. If I was a Madrid fan and I heard this rumor I would be dancing lol.
Aside from the controversy he attracts, he is an amazing defender and with him and Kompany leading the back line City will probably have the best defense in the league.
@tdot2barca
I AM dancing on the inside, but I have utmost respect for Pellegrini, and I don't want him to tarnish his own reputation by overpaying for Pepe. :(
@tdot2barca - We already have the best defence in the league for the last two years.

Well, let's just throw the facts out here. Pellegrini wants another CL-experienced defender, and he thinks his former player Pepe will fit the bill. A huge question here is, 22 million pounds? That's more than what you spent on Navas, mate. You really think that a 30-year-old defender who never fails to bring controversy onto himself is worth that much? It's going to be a waste of money.
I mean, Pepe IS a good tackler. He has a good physical presence, and can bring more depth and quality to City. But 7-12 million for Pepe ought to be enough, by City's standards.
FYI, Pepe is worth 17.000.000 pounds on transfermarkt.com, but that is undoubtedly due to his contract and wages. He's really worth a maximum of 15 million to me (he's not the loyal type either, so as a short-term solution, he ought to be worth less).
