its not fair but if you put money out like you have then you would expect to put a good side against each team that you face, and if you want to be champions then this is the stuff that you have to put up with.
While I agree with @DrunkenMonkey, I think Mourinho should still field some youth players and rarely used players, because it's more than unlikely that we'll win the BPL title this year. I'd go with this line-up:

The fixture issues with Arsenal and other clubs before are different. At that time, they still had time to recover and many other teams were facing the same situation. This time, it's us but it's happening near the end of the season where everything is on the line. Our chances of winning the EPL is pretty bad now, even if we beat Liverpool. On the other hand, if we place all our focus and best players on the Champions League we could win 60m euros, or 40m euros if we just make it to the final. It's not rocket science. Any team with a decent yet fragile squad like Chelsea's would save their best for the bigger competition. We can just try to go for the EPL again next season. Going for the CL though is easier said than done.
We also have every right to place whatever line-up we want. This isn't a dictatorship. This also doesn't affect any other team because Liverpool are right at the top and will stay there for the rest of the season imo. In fact, I'd say City and Arsenal are being given an advantage like this so why are some of them complaining?
@V I don't think, that Arsenal/Norwich got any time to recover. I agree with that you can put any line-up as you want. I agree too with the thing to rest players, it's logical. But, don't think that there is a reason, to call this "unfair".

The point is that nobody said anything when we got probably one of the hardest schedules possible with massive amount of injuries. You know it's a big difference when you got for example injured 1-2 players for few games, than when 4+ players from starting XI are injured half of the season. Can you imagine playing half of the season without the key players?
