Mourinho is the best for me,but some coaches like Simeone,Ancelotti are great too!
Out of all the ones that are active, Mourinho's CV speaks for itself. Van Gaal, Ancelotti, and Guardiola are just behind him.
If we want to talk about up-and-coming managers, then Klopp and Simeone are surely there.

Conte and Garcia are always over looked.
Klopp: Considering what he has done with a limited budget, and plays attractive football year in and year out.
Mourinho: Probably the best in the business. He will never be the best till he can successfully build a team like Klopp or Fergie. I know everyone talks about his Porto team, but that was a decade ago, and he actually fell into a great situation.
Wenger: If not for his stubbornness to not spill out cash or give players a decent pay rise, he probably would have won a few championships.
