Yes, it is indeed true. 
This move was engineered by Arshavin and not so much the club. Andrea needs to get some game time for the Euros and therefore pulled for the transfer.
Wegner said he didn't want him to leave.  Apparently, Anzhi also offered a good amount to sign him but AA is loyal to Zenit and said if he ever went back to Russia it would only be for them.
At this point, it's just a matter of time before they sign him...

I'd be happy for him if he stayed at Zenit

Actually,everyone wanted him to quit. And now maybe some people are happy. I'l not much because he could sometimes do late apparitions and help Arsenal on the last minutes of the game.

Yes sorry i only read the "Wenger don't want to" part of the news, well i hope that he stay in Zenit, it will be the better for him and for Arsenal because in here we can't give him the play time he demands, good luck Arshavin!
