Because football isn't a sport restricted to men. Women play football too, and that goal was genuine quality. Although I agree with you on the part that their competition is considerably easier, and therefore do not deserve to have a position in the Puskas Award. FIFA are, however, ruling over both men's and women's football, and they would be accused of being misogynists if they didn't put a women's goal in there.
